This work was published in 1895, so it precedes the First Balkan War of 1912-1913 and WWI.  It provides a very detailed review of the Ottoman Army examining all the major staff commands, the field army, the internal organization of the units (cadre only), equipment issued (rifles and cannon), garrisons, military decorations, etc., etc.  It also examines the Turkish system of recruitment, terms of service, structure of the active, reserve and militia armies.  In addition, it discusses the systems of defensive fortifications in the Ottoman Empire.
